Circular 14/2026/TT-BCT: new EVFTA rules of origin replace Circular 11/2020

On 25 March 2026 the Ministry of Industry and Trade issued Circular 14/2026/TT-BCT on rules of origin under the EU–Vietnam Free Trade Agreement (EVFTA). It took effect on 10 May 2026 and replaces Circular 11/2020/TT-BCT.

Key points

  • EUR.1 certificates for Vietnamese goods are issued by the Ministry’s Import-Export Department and provincial People’s Committees.
  • Self-certification: Vietnamese goods exported to the EU can be self-certified for consignments of up to EUR 6,000, or by approved or registered exporters under the Ministry’s rules. EU goods imported into Vietnam can be self-certified by approved EU exporters (any value) or by any exporter for consignments up to EUR 6,000.
  • Proof of origin is valid for 12 months from issue.
  • No proof of origin is needed for small non-commercial packages and travellers’ luggage within value limits: USD 200 into Vietnam; EUR 500 (small packages) or EUR 1,200 (luggage) into the EU.

Who is affected

Exporters to and importers from the EU claiming EVFTA preferences, and customs brokers handling origin documents.

In force from

10 May 2026.

What to do

  • Check the product-specific rules in the new annexes against your goods.
  • For consignments up to EUR 6,000, consider self-certification instead of applying for a C/O.
  • Check the 12-month validity of origin documents before filing them with customs.
