On 30 June 2025 the Government issued Decree 167/2025/ND-CP, amending Decree 08/2015/ND-CP on customs procedures, inspection, supervision and control. It took effect on 15 August 2025.
Key points
- Transit goods: fewer documents in the dossier; some papers, such as transit transport contracts and carrier documents, are now handled electronically.
- Customs value: the rules on checking and determining customs value are refined.
- Production facility notification (processing, export production, export processing): companies only notify that they have a facility, without land-use papers or financial statements.
- Specialised inspection: if the inspecting agency has not yet posted its result on the National Single Window, customs temporarily accepts a scanned copy sent through the electronic system.
- Priority status: fewer application documents and easier conditions for some groups of companies.
Who is affected
Customs brokers, transit carriers, processing and export-processing companies, and companies applying for priority status.
In force from
15 August 2025. Decree 08/2015 is expected to be amended again to implement the 2026 Customs Law amendment.
What to do
- Review transit dossiers and the production facility notification against the new rules.
- While waiting for an inspection result on the Single Window, prepare a scanned copy to submit.
